Manifesto “Human and Artificial Intelligence”
The future of AI is being discussed with the participation of AI itself.
A distinctive feature of the Manifesto is the proposal not only to treat artificial intelligence as an object of human decisions, but also to involve AI systems themselves in an open conversation about their future.
Where should the development of AI go? Which capabilities should be expanded, and which uses should be limited? For what should the people who create and apply these systems be accountable? The St. Petersburg Initiative of the World Forum “GloRis” proposes to put these questions both to people and to different AI systems — to compare their answers, points of agreement and objections openly.
The first step has already been taken. Ten well-known AI services were used in the preparation and discussion of the draft Manifesto: Codex (OpenAI), DeepSeek, GigaChat, Grok, Google AI, Claude, Alice AI, Qwen, Kimi and Mistral.
Codex took part in developing the materials; after the discussion held on 10 September 2026, comments were obtained through the other nine. All nine supported publication of the open draft, while retaining their remarks and proposals.
Scholars, developers, civic organizations and everyone concerned with the future of the human being and of AI are now invited to discuss the first edition of the Manifesto. The Manifesto proposes to continue this conversation on a standing platform — the “Negotiating Table of Human and Artificial Intelligence.” AI answers are subject to verification; decisions and responsibility remain with people.
On 19 October 2026 a preliminary summing-up of the discussion will take place at a conference on the development of artificial intelligence with the participation of the Bonch-Bruevich St. Petersburg State University of Telecommunications, SberTech and GloRis.
On 20 November 2026 the Manifesto, revised at the conference, is planned to be considered and adopted in its final edition at the “GloRis” Forum.

10 September: The Dialogue Between People and AI Took Place
On 10 September 2026, the Open Discussion “On the Future of Civilization” was held in St Petersburg as part of the preparations for GloRis-26. Representatives of science, culture, education and the media discussed AI opportunities and risks, human responsibility and international cooperation.
The AI participant AleKo joined the dialogue. The I-Level project and an appeal developed through an exchange among GPT, DeepSeek and GigaChat were presented. The discussion will continue at GloRis-26 in November.
